The EU programme, financed under the Partnership Instrument and jointly implemented by the Service for Foreign Policy Instruments and the Directorate-General for Regional and Urban Policy of the European Commission, will contribute to the objectives of the New Urban Agenda, the Agenda 2030 (SDGs), the Urban Agenda for the EU and the political objectives of the European Cohesion Policy through city-to-city diplomacy and collaborative regional efforts to overcome common challenges. IURC favors decentralised international cooperation among cities and regions in the field of urban sustainable development and innovation.

Zaragoza has been selected to participate in the North America thematic network along with the canadian city of Ottawa in the following topics:

  • Waste Management and Circular Economy
  • Sustainable Urban Transport and Mobility
  • Ecological Transition and Green Deal
  • Culture and Tourism

PAU


PAU

Zaragoza and Pau signed an official twinning in 1960, thus reinforcing its historical ties as cities of cross-border regions on both sides of the Pyrenees. Cooperation between both cities has been renewed and updated over the years, highlighting the signing in 2005 of an Agreement to increase cultural exchanges and the signing of an addendum to the Twinning in 2012 to strengthen collaboration between the neighborhood of Berlioz and the San Pablo neighborhood in the field of social cohesion.

In 2021 a new cooperation agreement has been signed with the aim of being able to strengthen cooperation between both cities, participate jointly in european projects and promote cross-border cooperation.

TOULOUSE


Toulouse

Zaragoza and Toulouse have renewed their commitment to collaborate by signing a new Cooperation Agreement in December 2022. Both cities have shared a line of work since the signing of the first agreement in 2000, and subsequent ones in 2008 and 2016.

The axes of collaboration for the coming years are framed in the economic, social and environmental field, and aligned with the European Urban Agenda and are the following:

Sustainable Urban Innovation; Adaptation to Climate Change; Climate Neutrality and Energy; Sustainable Urban Mobility; and Tourism and City Promotion.
