If you are planning to become emancipated or to move to Zaragoza to study or work, your first step must be look for accommodation. At present, rent price is reasonable, but you must have very clear what to do and the resources that some organizations put at the disposal of young people.

Flats to rent

It offers information and advising services on rent, both for proprietors and renters, with guarantees adapted for both parties.
Before including a flat to rent, this office supervises its condition and verifies it in the Land Register. Young people must be younger than 35 and the rent must not overcome 1/3 of the monthly net income; in case you do not earn any money, a guarantor is necessary. Proprietors benefit from a previous selection of possible renters and from free multirisk insurance during the first year.
Both parties, young and priority people have the right to free legal advising that includes the formalisation of the contract.

In order to rent one of these flats is compulsory to follow these steps:

  • Register in the TOC TOC (Register of Subsidised Flats of Aragon), by phone number 900 122 132, or by the Website http://www.viviendaragon.org
  • It is compulsory to fulfil several requirements such as having reach the age of majority, not to be a flat owner, to be registered in Zaragoza, and to have a minimum and a maximum income.
  • Ask for a previous appointment at the SMRUZ. They will explained you the documents you need.
  • Now, you are officially asking for a flat to rent. According to the income and the members of your family, you can get a determined kind of dwelling when available. This Society also manages subsidies to rent the flats.

This program of the Government of Aragon managed by the SMRUZ, also includes aids for proprietors of up to 6,000 euros for the rehabilitation of their flats in order to rent it without risks (guarantee of rent collection, home insurance, free assistance and legal defence, etc).

CIPAJ has a daily updated housing ads section with flats, apartments and above all rooms in shared flats.
These ads are put for a month and are spread, apart from the Web, in the offices of the CIPAJ, in its newsletter, and through the information antennas and the citizen network. Promoted by the City of Zaragoza in collaboration with the University and with Caixa Cataluña, this programme tries to make possible the coexistence between students who do not reside in Zaragoza and people older than 65 who live alone in our city and can take care of themselves. The requirements and considerations that both parties receive are:
The elderly enjoys the company of a young person and a monthly aid of 100 euros for water and light expenses. They must have a free room in the flat, with a bed, a table for study and a wardrobe.
The students must be registered in the University of Zaragoza and to be younger than 30, or exceptionally 35 years for students of ostgraduate, master or doctoral courses. They do not pay rent and receive a scholarship of 490 Euros for all the school year to be paid in two installments. In return, they must accompany older people in some activities (purchases, go to the doctor...),whenever their schedules of study allow it, they must clean their room once a week and to buy/cook their own food. They must also be at home before 22.30 h. from Monday to Friday; no limit on Saturday nights and during school vacations.
Students can contact with the University, whereas elderly people with the Department of Social Affairs of the City.

It offers to the students of the University of Zaragoza information on flats to rent and rooms to share. They have an updated list of flats that can be consulted in the information building at the entrance of the campus or through the Website (http://ebro3.unizar.es:8080/alojamiento/buscar.html). It also offers information on halls of residence, prices and conditions for request and stay. It also offers legal advising on renting. The accommodation service keeps contact with similar services from other universities.

UGT offers a free service to rent flats for proprietors and immigrants who want to rent a dwelling. Requirements are these: to be a foreigner; to be older than 18; to have enough monthly income for paying the rent (earn at least the double of the rent or through endorsements) and not to own a dwelling in Zaragoza. UGT also helps you with the procedures, and informs and advise you on any aspect to rent a flat.
UGT has an advice service calling to the number 650 556 643, Tuesdays from 18.30 to 19.30 and Thursdays from 12.00 to 13.00 h.

Others (press, property companies...)
Another way to look for accommodation is going to a property company or consult press ads. At the CIPAJ classified ads of particulars and property companies are published in the local and national press can be consulted

Subsidised flats to rent

It is compulsory to be registered in the TOC TOC. The flats, promoted by the Government of Aragon or by the SMRUZ, are allocated through joint drawings. From then on, a waiting list is published to occupy empty homes.

Subsidies for young people to rent a flat. This is a programme of the Municipal Service of Youth to allow young people of Zaragoza access to a flat to rent. Subsidies are between a 10% and 50% of the cost of the rent for young people older than 18 and younger that 35. The requirements for these aids are: to be registered in Zaragoza for at least three uninterrupted years or eight years; an annual income between 6,036.66 euros and 16,767.60 euros and no member of the family (all the people living in the same home) must not own a dwelling or a vehicle with a present value over 9,015.18 euros. The rent will not be over 450 euros/month, after discounting community charges and others. Subsidies shall be for a year and can be renovated only once. * These conditions were agreed for the year 2007; at present the conditions for the year 2008 are being reviewed; possibly they will be published in April and requests shall be presented until December 2008. Subsidies of the Government of Aragon. There is no age requirement to ask for these aids, but homes must have a maximum surface of 90 m2 and incomes of the familiar unit will not exceed 2,5 times the Indicador Público de Renta de Efectos Múltiples - IPREM (Public Indicator of Rent of Multiple Effects). The highest annual quantity of the aid will not exceed a 40% of the annual rent or 2,880 Euros; they are granted for a year, deferrable in two. There is a maximum period of two months from the date of the renting contract to ask for it.

Emancipation rent (aid of the Ministry of Housing)
This aid can be asked in the Government of Aragon (Pza. San Pedro Nolasco, 7) by young people between 22 and 30 years old with an income less than 22,000 euros of annual gross.
The aid consists of a monthly payment of 210 euros during four years and, in the case of new contracts, a loan of 600 euros for the guarantee (refundable when the rent guarantee extinguishes) and 120 Euros for the financial cost of an endorsement.

Calle del Sol project
This project managed by Fundación El Tranvía provides young people with a rented flat for a low cost until they have a steady job. A building with 5 flats is available for a maximum period of three years for young people between 18 and 35 years olds, who have been registered in Zaragoza for at least three years and that fulfil the requirements related to their net incomes (not to earn more than a 2.5 of the IPREM).

Legislation: what is important to know about the contract, the guarantee and other aspects

Flants to rent are regulated by Law 29/94 of 24 November about urban rent. This law leaves a wide margin to the regulation of contracts between the parties, reason why you must consider a series of aspects to avoid problems in the future.
The contract must be always in writing and contain at least the full identification of both parties, the full identification of the flat to rent, the period of time, the rent to pay and the guarantee, that shall be of a month when renting a furnished flat and two months for unfurnished flats. Other points to take into account are the inventory of goods in case the flat is furnished, to visit the flat before signing the contract, and to know the commissions if we rent it through an agency. But the most important before signing a contract is to read it thoroughly and to understand perfectly well all that is written there, being conscious of all the obligations that you assume and the rights that you have...

It offers information on prices, services and claims. The Consumption Arbitration System, of voluntary and free accession is located there. Both parties are represented there and an equitable and binding decision for both is taken. It is an alternative justice that settles cases in a faster and economic way. The procedure is initiated by the user who presents a complaint in an office of the network or a consumers´ association.
