Incentives and Regulation for Pollution Abatement with an Application to Waste Water Treatment

  • This paper addresses the question of choosing appropriate policy instruments for pollution control. It compares alternative regulation and fiscal-financial incentive based policy instruments for pollution control in terms of different choice criteria. Section II briefly reviews the static and dynamic efficenty characteristics of command and control measures as well as different types of market-based instruments. The problem of enforcement is also examined in this section. A menu of alternative policy regimes is outlined in Section III. This is followed in Section IV by an actual application of these principles in the context of the pulp and paper industry in India.
